USO - Universal Service Obligation
BT (and Kingston Communications in the Hull area) has an obligation to provide certain services universally throughout the UK, at the same charge to each subscriber. This is so that remote subscribers can have a telephone line installed at the same charge as everyone else, although the costs of installation may be higher.
